We most definitely don't see the whole story here.

I would *bet* that part of the deal reads something like this; If you want to keep your kids, you will allow these cameras to be installed in your home. If not or if you cover up the cameras, then the kids will be taken to foster homes and you will be denied access until you meet {some conditions}.
