BSOD ERROR internal power error

Im fixing a computer for a friend and their computer was experiencing a BSOD internal power error i looked into it and asked if they needed anything on the computer and they said no so i asked if they were ok with me just fresh installing windows 8 on their pc they said yes and i went ahead with my plan to fix the pc. It was going smooth till the computer reset and gave me the same BSOD error. I got a 0xc0000001 error and i have no clue what the issue is when i look up the model of the laptop i get simular people having the same issue except it is a driver issue with their amd gpu inside the same laptop but they are able to fix it with safemode although safemode does not work for me i get the same BSOD INTERNAL POWER ERROR message. The laptop is an hp elitebook 450 g1 (or some varient of that the laptop does not have the model number on it just the word elitebook). Ive tried to update the bios, use the repair option in the installation media and multiple other fixes but to no avail please help <:

Have you tried pressing the Shift and F8 keys at the same time to go into Safe Mode?

If it is a video issue, it might try to show up in the normal graphics and fail so then use Command form to type
msconfig
and hit the Enter key. That should bring up the normal system configuration form so click on the BOOT.INI tab and put a tick in the /BASEVIDEO box or, if Windows 10, the Boot tab and the Base video box.

Boot into Safe Mode again and see what sort of display you have. I suspect it might be as low as 800 x 600.

yes! I can access command prompt but i have no clue how to use comand prompt to uninstall drivers and i found these issues on a really old forum im not sure they are entirely acurate or if this video driver is even the issue cause they were able to actually get onto windoes before the crash while i just try to boot and i get the BSOD
