Budget Camera for a Convention

I'm looking for as low a budget camera as possible but I'm hoping for something that can handle low light, has image stabilization and can record decent videos, so I'm unsure what's​ the absolute minimum I can get away with.

Compact cameras are traditionally cheaper than bridge cameras or DSLR cameras. If you're content with a point-and-shoot, give some of these a try.

What is the absolute most you want to spend for this camera? You want a camera and not a camcorder, correct?
