whats your PSU? if it cant handle it i added one into the parts list. If not you can just skip the PSU and get a better motherboard or something

You can't get ultra on a $650 budget in 1080p, I think this is probably the best one you can get. http://pcpartpicker.com/p/QqFgD3

What are you looking to upgrade and if I'm reading this right you have $650 for the upgrades? You want 60fps 1080p?

I'd get a new psu before i put a GPU like that into the system. CX series PSU's aren't that great, and 600W wouldn't be enough, or atleast it'd be pushing a already meh power supply.

I would also get a new case and motherboard for better cooling and overall system stability and reliability as well Biostar boards aren't that great and I'm sure an OEM case isn't all that great either

I dont know if you could get a 980 ti along with a new board and psu for 650.. But if you got the GTX 970 you could probably fit that in. As for a power supply, Corsair RMx series is decent, Cooler Master V series is one of the best around and anything Seasonic is always going to be a quality unit. For a mother board, MSI makes some good boards so does Asus and Gigabyte.

at 4K a 970 would struggle pretty bad and even a 980 wouldn't run too well, a single 980 Ti would be ok for it.

But you wouldn't be able to fit a 980 Ti into the budget with the PSU and motherboard unless you could get another 150 or 200$

at 1080p a GTX 970 will be enough for Ultra at 1080 and 60fps in most games, not all but most. a R9 390 would offer better performance though.
