Since current generation laptops are in "fire sale" mode and the laptop you have chosen has a pretty good discrete graphic chip, I would simply buy it.

I think the increase in CPU performance is only going to be about 6%; assuming same clockspeed going from Ivy Bridge to Haswell. That is negligible and there will be less power consumption.

The only reason to go for a Haswell or Richland based laptop is if you are going to rely on the integrated graphics to play games. Or you want the possibility of longer batter life due to lower power consumption. But that can be offset if the manufacturer decides to use a smaller battery to reduce weight.
