There is a buzzing / whining sound coming from my laptop LCD, sound only appear at low brightness and stops at full brightness. is that normal?

sounds like the invertor is starting to fail. That's the high voltage power supply that supplies that power to the screen. at low brightness, its caps or coils are starting to fluctuate and give you noise. not much to do but replace it when it dies or now. they are usually fairly cheap on ebay, but you really need to open to laptop and get the exact model number. sometimes going by the laptop model # isn't enough as different parts are used during the lifecyle of a laptop, so just because it's a Acer Model 1234-ABCD it may have used 3 different inverters. Getting the inverter model number will help find the exact replacement.

that would be my best guess anyways, that the inverter is starting to die.
