I am trying to build budget so if i don't have to pay for an os. can i boot my old laptop drive into a desktop.

Solution

Almost certainly not, for multiple reasons.

1. It probably will not boot. At all.
2. Licensing. That laptop OEM license is tied to that laptop. It will not activate in your desktop.

Suck it up and buy a valid OS for your new PC.
How to fund this? Sell the laptop for $100. Done deal.
Not likely. The os will be looking for the bios and hardware from your laptop and when it cannot find them, it will throw an error.

The OS needs to be installed when the drive is in the system where it will live. Installing, and then moving it to a new system often does not work.
