Can i instal a GTX 1060 in my HP Elite 8300

The manual says it has a Pci-e 3.0. My 8300 is the SFF. It says the power is limited to 35W and 75W for the MT. The Gtx 1060 requires more than 125W. That has to do with the PSU.
My question is. If I take the motherbord of my elite 8300 SFF, put it in a TOwer with a good 600W PSU, can I put a GTX 1060 in this motherboard with the 600W PSU ?

So besides the UEFI issue you don't see any other problem if I use a good 600W Psu , right ?
Even if the bus was only PCIe 2.0 there wouldn't be any problem with the bus, right. I never tested but I saw here in another thread that PCIe 3.0 graphics card work fine in PCIe 2.0.
