with intel 520 graphics i think you could play it at low settings but barely. if you look at the official specs for GTA the minimum GPU would have to be a nvidia or radeon branded GPU

I think it is a little bit difficult to play, if you do mind playing with many lags....
The spec of Core i7 with GTX960M or GTX970M will be better, and if you want to do the overclocking when you are playing...the GTX980M will be the best choice.

That rig will barely run the game. I suggest a dedicated graphics card for running the game at a reasonable framerate. Think GTX9XX series. Expect framerates in the teens and low twenties. If that's bearable for you on low settings, go for it.
