Can I play GTA V at low settings without lag on this PC Specifications:

Model: Leonvo H-30 Series
Processor: Intel core i3 4150
CPU Speed: 3.7 GHz
Memory RAM: 4GBDDR3 RAM
Operating System: Windows 8.1 64-bit
Video Card: ASUS Nvidia GeForce 210 512 mb

Please tell even if I will be able to play GTA V on low settings but without much lag? (30 fps)

I would say performance would be rather poor.

I think the nVidia GT 210 (released in 2009) is less powerful than the integrated Intel HD 4400 (released in 2013). The GT 210 is a very basic GPU which generally sells for $30 - $35 online. It was considered weak even when it was new.
