I searched about i3 3217u and intel HD 4000 playing LOL and they say you can only play with 30fps low settings.

Can you take snapshots of your settings and your in-game fps please?

Just buy the laptop you are currently looking. It will provide you with better performance especially if you want to play newer games that are more demanding than LoL.

If you can afford $450 then I recommend you pre-order the following Toshiba laptop with the Core i5-5200u and Intel HD 5500 graphics core. Generally speaking, the performance of Intel HD graphics performance increases about 15% - 20% with every generation since they released the Intel HD 3000 in the 2nd generation Sandy Bridge CPU (like the Core i5-2410m).

I found this other laptop. Its a Toshiba Satellite C40-A131. Here are the specs:
- Core i3-3110M Processor 2.4 GHz
- Intel HD Graphics 4600
- Windows 8 SL 64bit
- 4GB Ram

The CPU is slightly less powerful since the core i3 only goes up to 2.4GHz while the core i5-4200u can reach 2.6GHz, but the difference isn't a big deal.

The Intel HD 4600 is about 15% more powerful than the Intel HD 4400 so that Toshiba laptop should give you a little better performance in games. However, I do recommend you install another 4GB stick of RAM because having only one stick of RAM means the RAM will be operating at half the speed. That could mean up to a 10% decrease in performance which wipes out a chunk of the performance increase going from an Intel HD 4400 to HD 4600.

But how do I know what type of Ram I should buy: DDR3 or DDR5?Or they are all suitable for my laptop?

Laptops use DDR3L (1.35v) RAM sticks. There is no such thing as DDR5 RAM sticks; DDR5 RAM is only used by high end graphics cards / chips and they cannot be purchased, it is soldered into the motherboard.

Buy the following DDR3L 1600 4GB RAM stick for $24. Intel CPUs do not use anything faster than that so installing faster RAM like DDR3L 1866 means it will be slowed down to the performance of DDR3L 1600 or it may not even work.

So that is that DDR3 type of RAM is the one I need to buy and install as second RAM , right?

So can I play LOL on that Toshiba i3 3110M with 60 FPS?

The Toshiba I recommended has an Intel HD 5500 graphics core and it is more powerful than the Intel HD 4000 graphics core in the video you linked to so it will give you better performance.

Also the price of the Toshiba laptop is no longer $450. It is currently $540 for the Windows 10 version and $600 for the Windows 8.1 version.
