Can I play the Sims 4 on a hp laptop that's under $300

It can be played, but I recommend the following Acer Aspire ES 15 with an i3-6100u and Intel HD 520 graphics core for $300 since it will provide better performance. I recommend you install another 4GB stick of RAM to increase total RAM to 8GB when you have the money to do so which will cost less than $30. Without getting too technical, two sticks of RAM can generally improve integrated graphics performance by 10% - 15% depending on the game; it could be less, it could be more. Having more RAM is a good thing as well because when Windows starts running out of available RAM it can slow down the laptop...

Note that the FPS score for the Intel HD 520 is an average from multiple laptops while the FPS score for the Radeon R2 is from a single laptop.
