it have 4gb ddr4 ram i5 8520u and AMD radeon530 2gb notice that my ram usage is abot 2gb/4
when i start windows so can i run it in medium settings or should i add another 4gb of ram

You will need more RAM, dual channel with a second stick would be good. How well the game will run you will need to find out, will probably need to run it on Low and maybe drop resolution a bit.
