With a mobile version of the 5450 I highly doubt it will be playable if it runs at all.

Well, i recommend you getting a new gpu since i5 and 8gb ram are way too overkill for that gpu.
And yes, you can run GTA V on 5450 with low settings no overclock, though i highly recommend you overclocking the gpu to gain more performance. (But also take note it voids your warranty)
