Can i run gta 5 on a laptop ? (HP Pavilion Dv6) with
Intel Core i7 @2.20GHZ ,
8 GB of Ram,
AMD Radeon HD 6700M series card.

as long as you have a 64bit version of Windows you seem to fit near to the minimum recommended specs. a 6700m doesn't offer the same power as a 4870 so you may be out of range there.
if Rockstar has an evaluation period on their games I would try it at <=720p with all settings on low as possible. if you can get it through Steam they will honor a refund within a short period of time.
