Can I run gta 5 on my laptop

I have a mid-range gaming laptop. It meets the minimum requirements except in one field but I'm a little confused there. It's an Acer Aspire V7 582pg-6854. So really it's under the listed minimum requirements, but I've successfully run games at below the min. reqs. on older computers, so I want to know if I can realistically actually play it on my computer.

Here are the specs:
CPU : I5-4200U (this is the part that confuses me. It says 1.6 ghz but when I run it on system requirements lab, it says 1.6 ghz but it also says 2.3 ghz. Is this some kind of boost and if so is it enough to run the game. The minimum reqs says 2.4 ghz but realistically is the .1 going to matter?)
GPU : GT 750M with 4gb dedicated DDR3
RAM: 8GB DDR3
HDD: 500GB 5400RPM Hybrid (SSHD)
OS: Windows 8.1 64 bit

Thanks for your response.judging from that video I think I should be able to play it on low settings which is fine with me. However the part I was really unsure about and still am is the ghz. How much is this going to matter? Enough to keep the game from running decently on my computer? I looked up the specs to the surface pro 2 that was used in the video and it has higher ghz. High enough to be above the claimed minimum requirements of the game whereas my computer does not.
