I'm planning to buy laptop very very soon but im looking at these specs is it good

Can I run it smoothly for GTA 5 even on meduim settings and I dont mind if i got 30-40 fps.

Medium will put under 30 fps with that card. I would stick with low settings.

Correct, you can mix and match a few settings and low on 1080p looks much better than low on 480p for example.
