Hi I have laptop with intel core i3 4th with 8gb ram 1.7GHz Intel hd graphics 4400 can I run gta 5 with lowest setting and fifa 15 and 16

Intel graphics? Doubt it. Even at lowest settings it may be unplayable

On lowest graphics, you're likely to be able to sustain around 15-20FPS in GTA, so it depends on what you consider playable. You can watch the videos below and determine whether or not you can manage playing a such a low framerate.
