Can Microsoft shut down my pc?

I recently tried to update my vista pc via updates, Microsoft said they no longer support it and shut my pc off. It won't start. Can they do this?

Turning it on
to
"won't start"

I'm suspecting the OS simply got corrupted in a botched update attempt.
