Can modem change affect two users on same laptop differently?

Two users on same laptop, both use google chrome for games, both play zynga games - one is okay other has msg pop-up stating that the adobe flash needs to be enabled. already enabled and game setting as 'allowed' yet still won't allow game to be played. this user wants to delete everything and start completely over. Wonder if having the modem for the package (phone, TV and Internet) has anything to do with this issue? Need answer ASAP. Thanks.

Considering how you're on Google's Chrome browser, you should enable Flash by doing so.

The ISP package of services will not create different internet systems depending on which user is logged on. Adobe is upgraded by Windows update service. I would look to see that updates have been applied to the system which displays the error.
