Can My Laptop Run GTA V?

I have a Lenovo
Windows 8.1
Processor: Intel Celeron CPU B830 @ 1.80Hz
1.80Hz
Ram: 2.00GB (1.85GB useable)
System Type: 64-bit Operating System, x64-based Processor
I don't know a lot about PC's neither do I know much of anything about the GTA V game so I really need urgent help with info as GTA V is extremely pricey and I wouldn't be able to afford both the game and new PC.
Please help, anything is much appreciated. c:
BTW, I live in South Africa and everything is way more expensive so I have 0% budget on this.

That laptop will run very few games, nothing in GTA V class even on the lowest settings. A used $200 or so desktop with a Q6660 class CPU and a few year old video card in the Radeon 7750 class may be able to run GTA V at lower settings though. The Celeron is a lower end CPU made for basic use systems, not games.
