It is possible as demonstrated in the following Youtube video on a Surface Pro 2. Performance is generally between 20 FPS - 30 FPS, but not sure what the settings are. The game is recorded with a hardware device, not software so you are seeing the actual performance.
In the comment section someone suggested editing the configuration file to disable dynamic shadows for better performance.
If you want to play this game on this you go into the main folder where you installed the game look for engine folder then config then open the file base engine in notepad and press ctrl f.. Then type in dynamic shadows it's gonna say true change it to false and save
