can this run league of legends at 100fps 1080p

Nope.

The Intel HD 620 will be able to do 60 FPS with max graphics at 1080p. But i assume if you use low graphic settings you can get 100 FPS @ 1080p. However, since the screen operates at 60Hz, the limits refresh rate to 60 times per second which means only 60 FPS will be displayed.

A quick search shows that a new laptop with a nVidia 940mx generally sells for over $900 CAD. It can push 120 FPS in LoL, but only 60 FPS will actually be displayed on the screen because it operates at 60Hz; like most other laptops. If you want a laptop with a screen that operates at 120Hz so that it can actually display up to 120 FPS (assuming the games' FPS goes up that high), then you will likely need to at the very least $2,000+ CAD for a high end gaming laptop.
