I am guessing you are looking at a low budget ($200) laptop since you mentioned 32GB eMMC of storage... something like the HP 14-bw065nr (linked below). Yes, the AMD E2-9000e APU is capable of playing the Sims 4 on the lowest settings with good performance, but when playing at 1366x758 and medium settings the game does not perform very well; see link below for benchmarks for the integrated Radeon R2 (Stoney Ridge) graphics core.
However, 32GB eMMC of storage is barely enough for Windows. On one of my laptops Windows 10 takes up 25GB of storage and it will only increase over time as a result of updates. You would need to buy a SD Card (which may stick out), or a USB thumb drive to install programs / games...
