Can you use a monitor as normal pc without a computer, pc, and tv?

So I’m trying to get my first gaming set up and I am confused. I don’t want to spend thousands of dollars, so i want to know if you can use a monitor as a regular pc without having one. Also, can you play games on a monitor without a pc?
