Cannot access internet on I phone, help please with config

is it running the latest ios . latest ios will allow you to download the internet configuration to iphone through itunes via pc. there is no way you can actually edit the internet settings on latest ios. just do the following steps.
1.update to latest software version on itunes
2. go to settings >> general >> reset >> reset network settings
3. connect iphone to itunes on pc with active internet connection.
