Cannot Change Volume In Volume Mixer

Hello, I have a few programs that I would like to lower the audio in with the volume mixer. Theres only a few programs that are on there though. I can change System sounds, Google Chrome, and steam. Anybody know the reason why I cant change some programs sound?

Are they running through a different sound card or sound device than the one you are using for your other programs. Some examples could include any sort of pre-processing software or routing solutions (like virtual audio cable).

Also, could you provide an example of a program that is not allowing the levels to be changed? Some programs don't actually have native-individual adjustment available in the windows interface, so it may be why you are not seeing them.
