Cannot get past a blue Recovery screen on Windows laptop?

I recently purchased a refurbished laptop from CEX and when I got it home, I restored it to factory settings but the power ran out half way through and now whenever I turn it on. I am stuck on a blue recovery page saying the PC/device needs to be repaired. Most answers I have read are about recovery/installation disks but as I bought it pre owned, I do not have any disks? Nothing is working. The error is 0xc0000225? Someone know how to fix this?

0xc0000225 means Windows cannot find the System Files used for booting. The causes can be any of the following things.

1. The System files are corrupt.

2. The disk file system has a bad configuration.

3. The hardware is damaged/has a fault.

You really should contact the place you purchased it from. See if they can get you the files you need to fix the issue, or they should fix it for you.
