Solved! Cannot see the News by accessing them from the control panel

Dell Inspiron 17 7000 series.
When I click the icon of "News" in my Control panel screen it does not open. The same goes for the "Money" ikon.
Can you help?

no, the laptop is 5 years old

Bottom right icon should be something in the system tray, that is often programs that are installed outside of the base Windows setup, need to know exactly what programs those are. You may be able to right-click on those and get some info as to what they are.
