Can't access firewall by Norton Security

I can't turn on or off (change) a firewall setting
It says this is set by Norton Security
Does anybody know how to get access?
Or do I have to remove Norton...

You have to remove Norton Firewall if you want to enable the built-in Windows Firewall.

Windows Firewall configuration is currently locked by Norton because having two firewalls enabled at the same time can cause system instability & firewall configuration conflicts.

I found out you can open private and public networks using cmd. Would that help?
Or I'll just delete it
