Can't Post? Asks for More Details

I am trying to make a post to the Laptop General Discussion forum and it keeps giving me the errors:
Please provide a detailed title (3 words required)
and
Please provide more details
What am I doing wrong?

Apparently I can post using the mini "Ask the community" on each page. The "Create a new thread" is not working. Is it because I'm new?
