cant switch on my laptop

i have facing a problm. my dell laptop does not switch on and the charger is connected to laptop than charger light blinks. my laptop not charging

Will it run attached to the charger with the battery out? Something needs to be replaced: charger, battery, or laptop. Can you take it to a shop? Is it new and under warranty?
