Cheap Laptop For Video/ Photo Editing

im on a tight budget and I need a laptop that can handle photoshop/ premiere pro/ after effects ect well. Cost under 200$

That ain't happenin', I can tell you that. For a unit that can minimally handle those applications, you'd need to increase the budget to at least 400 bucks, and to run them at any level capable of sparing your sanity, you're looking at more like 500-600 dollars and up, depending on the demand of the types of projects you'll be working on. You might be able to find a used unit locally, but people usually seem to be pretty proud of their old clunkers and usually ask unreasonable prices for them. I'd up the budget and go for something like this:
