Chief passed away and his password stayed with him

Hi, i am officer Miller, badge 2105. Our police chief passed away and we need the data he has on his laptop but he was the only one who knew the password, how can we login WITHOUT erasing our corrupting his files? The system is Windows XP, I've tried going into safe mode and command prompt but it still wants a password for admin. Can anyone assist please
