Choosing laptop processor

The i3 8130u and i5 7200u, which is better? And is there something special the i5 can do but the i3 can't ?

Nope, both are dual core with hyperthreading enabled and feature the identical iGPU. The i3 does support faster ram then the older i5 but that is trivial imo. Neither support virtualization if that's something you need.
