cinema 3D for install on a lg tv 2016

Active glasses 3D cannot be installed on a TV. It's not an app but a hardware issue.
The older type of 3D which uses red and green passive glasses will work on any TV.

No.
It is not merely a software issue. It is also hardware in the actual TV.
You can't magically tun a non-3D TV into a 3d TV
