I don't know how where to post this but I really need help.
I am completely new to this and have very limited knowledge on this, please bear with me.
I run windows10
The only other issue with my computer is that one of the fans I have stopped working, I haven’t noticed until now and don’t know how long it has been out for.
Besides this, nothing has happen that I know of to cause this. Nothing has happened out of the ordinary.
One day I started up my computer and get hit with this color distortion: https

The menu is completely normal, nothing has changed about it.
The screen is extremely blurry, ranging from colors to that green and that pink depending on what I have up on screen. It continually flashes rapidly with neon green horizontal lines that flash so much it hurts my eyes.

Things I have tried:
•Restarting my comp
•Turning it off and leaving it off for a long period of time (2 days)
•System restore
•Scanning (no virus)
•Checking in safe mode
•Updating windows 10
•Checking for bent pins in duel link cable (no visible damage)
•Cleaning out dust
•Making sure dual link cable is secure in both spots and plugged in
•Messing with each and every setting on my monitor menu
