I dont understand how Comcast wants to charge L3 when it is Comcast customers who are the ones requesting the video be sent to their xbox/ps3/wii/pc/anything, L3 is not just shoveling data over to Comcast because it feels like it. So Comcast is basically trying to screw 2 people at once, its own customers with the insanely high fees, and then content providers sending requested data to Comcast customers. Doesn't Comcast make enough from what it charges its users every month. Deal with that big broadband network you've developed, instead of just hoping that everyone that signs up doesn't actually use the services they pay for. So glad I switched to FIOS.

Ummm... Comcast wants to charge L3 for bandwidth usage due to their customers downloads. BUT... L3 is thus UPLOADING this data to comcast, the exact same amount. Shouldnt Comcast have to pay L3 for all that upload bandwidth being used on L3's network to provide it to their customers? Assuming they both feel like charging the same thing, it would then balance out. Except... as mentioned in other comments, L3 would not be providing the data without request from Comcast, so it seems like L3 should be making more out of this deal.

none of this makes any sense.

The problem is that comcast creates an artificial scarcity of resources into their networks. By running their own pipes at almost 100% saturation, regular traffic can get a bit spurty at times, but streaming has a hissy fit.

That way the only way to get a reliable stream to your customers who are on Ccomcast, is to enter into a peering agreement where your data goes through a special data channel that is not saturated.

AFAIK, There is no real way to force Comcast to buy more bandwidth, technically... its legal. but it sure is really crappy. Its kind of like gas companies refining only 90% of demand for Gasoline so they can raise prices on the over demand on their product.
