Is the laptop under warranty? In case it is, you can just contact the place you got it from or the laptop's manufacturer Support and eventually RMA it.
In case it is not, you can take the drive out of the laptop and attach it as a secondary one to another, working machine, either externally (SATA to USB adapter) or internally (SATA and power cables).
Then, you can see if the you will be able to access the drive right away. (you may need to check Disk Management as well) If you can't do that or if the drive is not recognized by Disk Management, then it has failed and you will need to get another one.
