Question Computer won't boot from UBS or CD when told to in BIOS. Says no boot mgr.

HP4540s won't boot from bootable USB even though BIOS is set up to. It only offers Network hard drive.
Says NO BOOTMGR hit CTRL+ALT+DEL to restart.
I must have a setting wrong somewhere?
