Connect to the internet on your computer by way of your phone? (tethering)

I have a version cell phone and a Lenovo t61 Laptop. I want to connect to the internet via my computer using my cell phone? Possible or Impossible?

Tethering is where you use the laptop's connection to connect the phone to the Net. In the same area of Settings in the phone, you should also find Hotspot and that's what works the other way round by allowing the laptop to use a network you create on the phone.

Make sure you set a strong password for that network if you're using it in a public place - Hotspots are often targetted by folks looking to connect for free and you could end up sharing more than just the Internet connection.

It's been awhile since I've looked into this so my information may be out of date, but many cell carriers do not natively allow for tethering with your cell phone without a separate fee.

Precisely and no tethering involved. This OP doesn't need to tether - only a Hotspot. He may not even have a home Net conenction.
