connecting laptop to LED Monitor

when I connect the laptop to the LED Monitor the speed of the internet either is substantially reduced or the internet does not work.

Is it a smart tv? If so, it may be taking bandwidth since it is on.

Otherwise, I don't really know what the issue would be.
