Connecting pc to internet through mobile phone

Hello,
I am trying to find out if I can connect my laptop to the internet using my mobile Samsung smart phone internet connection allocation. I have 2GB but my phone is awkward to use with the internet.

Probably simplest to get a USB cellphone internet dongle for the laptop rather than negotiate via the phone -- although that is done.
