Or is it Diary appointment default time you want?

I'm not sure you can do it directly in Calendar. There may be a registry
tweak to do it (I haven't looked for one), but why not try something like
Pocket Informant? It does allow this to be set as a default appointment
time,and viewing of 15 minute time slots as far as I am aware. It has a lot
of other extra capabilities too, but download the pdf manual first and get
an idea of the features first- the program has to be bought but you can get
a one month trial period before buying.

It is a worthwhile and capable upgrade unless the very basic features of
Diary are all you need.
