Controlling MY PC

Hey I need some help quickly, my friend's computer was being remotely controlled by some guy he was talking to on skype, so he turned of his wifi and computer, it wudn't let him turn on his computer correctly and it kept crashing so i told him to go into safe mode and system restore to an earlier point (yesterday was the farthest he could do) and now it's restoring at the moment. I don't know what to do from here. Thanks.

do a full virus scan without network connected and try to erase that contact in safe mode from skype ,

Uninstall Skype, Run Ccleaner http/www.piriform.com/ccleaner/download, & virus scan.
You can reinstall Skype later.
