I found this disclaimer from Western Wireless:

"All coverage maps are provided for informational purposes only based on
use of 3-watt wireless phone: actual service coverage, quality, and
availability may vary based on factors such as system limitations,
weather, topography, and phone model. Information provided here is not a
guarantee of service availability. Please see your Cellular One Service
Agreement for details. Digital service is not compatible with TTY."

I thought it was odd they specifically mention "based on use of a 3-watt
wireless phone".

That's probably just a hangover from old analog (AMPS) days.
