I tried that my temperature is normal in my computer and everything but I think I have to disable some sort of temperature throttle control but the problem with that is that I do not know how do disable it.

try running a stress test and see what temps you are getting to, on Hwinfo it shows you if you are thermal throttling. As for disabling Throttling I Never would and dont even think you can.

Is the computer in any power saving mode that could be clocking the cpu down?
And out of interest, what are your Cpu temps under full load?

Umm not in any way I would know of. and also I did detect my temp to be 95 C

95 is the limit of what most components can cope with. This is why the cpu is throttling. Try cleaning the laptop of dust and report back.
