Yes it can. The usual fix is to replace the cracked screen.

And if this is a desktop LCD monitor, just go buy a new one. The costs involved with replacing a cracked desktop LCD versus the cost of just going and buying a new one don't justify replacing a broken LCD in a desktop monitor.
