Create an animated gif with many pics present at the same time

Hello everyone, I am looking for a software (or online tool) -I would prefer a free one-.
I have 15 company logos and I want to create a single moving image (gif) that will contain at the same time all 15 logos, but the logos will constantly rotate between themselves ( I do not want the same logo to be found always on top).
Can you please help me?

I don't think you can do this in a GIF; they don't have a random function.

If this is for a website, Javascript is a much better way to do it, and probably lower bandwidth too.

Thanks for the answer, that is why I am searching for a tool which would create a collage and then export the result either as different images (and then combine them to make a gif), or even better directly in a gif

Can you post an example of what you're trying to do?

I first thought you wanted to have a slideshow, but didn't want it to start with the same logo everytime. Is that right, or not?

No, this is not the case.
Let's assume I have 4 pictures (Logos): A, B, C and D:
I want a gif which will have the following instances:
AB
CD

BD
AC

DC
BA

CA
DB

and then back to:
AB
CD

and so on....

I want all 4 logos to be shown at all times, but with different order each time
