Does anyone know how or if it's possible to unlock the frame rate on Dark Souls 2?

Yes, there are various mods that allow the fps to be unlocked. However, after a quick Google search, there were many threads associating an unlocked fps to game crashes. If you are still interested, just do a quick search for unlock fps Dark Souls 2.

I have searched it before and just a minute ago but all I can find is frame rate unlock for the first Dark Souls using the .ini mod file. I know in a lot of games there are files in the folders where the game is installed where you can just change the settings using a text editor. I have had no luck finding one with this game. It took me a long time just to figure out where the save files were.

You are totally right, I am sorry. As of yet, I do not believe an fps mod has been released for DSII.
